At the ceremony, Cai Rong congratulated the 21 participants on completing their studies. She noted that the programme sought to explain both the practices and the difficulties of Shanghai's more than two decades of digital government development, and that Ho Chi Minh City is at a crucial stage of adjusting its administrative divisions and restructuring the governance of a mega-city. She expressed the hope that the approaches to reform and the pilot measures contained in Shanghai's experience would offer a useful reference for the participants.
Li Wenfeng, head of the Vietnamese delegation, member of the Municipal Party Committee and Deputy Secretary of the Party Committee of the city's Party and government organs, addressed the ceremony on behalf of all participants. He said that the participants had taken part earnestly in the lectures and field visits carefully designed and arranged by the University, and had thus gained a more vivid, direct and in-depth understanding of Shanghai's digital government development and urban governance. He expressed sincere gratitude to Shanghai University of Finance and Economics for its meticulous organisation and hard work, and looked forward to taking cooperation between the two sides to a higher level. Li Shixiang, Chief Representative in China of TET Education Group, then spoke.
